Unless released by either party that money sits, no matter how right or wrong either side is!

I consulted a local lawyer that knew the law and the bulk of the replies were incorrect.So far the problem has gone away but there still may be a legal show down in the future but I suspect the other party has or will back down. 

CA benefits from a glorious past with tech industry and entertainment industry to name a few, that were built before CA became effectively a one party system; and this "People's Republic" unfortunately also "occupies" more than half of our beautiful West Coast with prime real estate.

Your communication should be directly with the individual, not through anyone else that is not party to the lease agreement.

Displacing a tenant against their wishes when their lease is over may cost a significant amount of money, if the tenants know their rights.Prop 10 would be terrible for all parties involved, IMO...and early indications are that it will not pass.

If you have any issues like property damage or loud parties, better than calling the cops the chain of command will handle those for you.
