Obviously, that leaves a lot of room for interpretation/negotiation, but the distinction is important.If you squeeze an extra $1000 a year out of a 4plex, it will still appraise based on similar properties.

as @Jack Martin summed up and adding to what @Frank Rolfe said, the important key here is to not get caught up in POH vs TOH but to understand the math behind calculating them and understanding what Frank says when he makes the distinction between lot rent being income that can be capped (real property) as opposed to POH rental income that cannot be capped ( personal property).

Greg:I would agree that you have a larger tenant population upon which to draw in an urban setting which may permit you to be more selective.However, a distinction of rural vs urban is not a sufficient - I would also content it is not a necessary condition - to draw the conclusion of a lower social conscience or that the ratio of good to poor tenants is lower.The relative health of the local economy plays a bigger role in the quality of the tenant pool.
