Operating within California means you’ll need to register any LLC conducting business in the state, regardless of where it’s formed.

It would just need to be a situation where they have great contact with the person doing that managing of the project (I.e. have known the person for years, great reputation, person has experience in flipping etc.).

Most will have large scale marketing engines where they spend thousands or tens of thousands a month, and operate or license time in call centers.

Those figures will vary from lender to lender, but that's around where most legit lenders are. 

"Subject" to other factors that is where you wantto either buy or build first.

All of these would be out of state, likely in Tennesse, Georgia, Alabama, etc. where the money will go much further and landord rights are better than CA.
