My condition was that they rent the house for 1% of the costs and sign a 3 year lease.

New tenant must go through complete vetting, sign the lease, pay security deposit and rent, and move in, prior to the referring tenant getting their $100.

Install cameras and exterior lighting on timers, place no trespassing signs, and place items that indicate occupancy - like a BIG dog bowl near the front door, shoes, etc. 

And, they all sign the lease. 

Does it make selecting games easier?  

See what the $19k was for first, it may have been neccessary, but still that does not make it ok for them to do it without a signed CO.You can ask an attorney a few questions using sites like Avvo or Rocket for not much $$$.

Put it in writing and have both of you sign it.

.- Do be open-minded though as we have many of the above from tenants who claim we illegally evicted them (so, somehow we got a signed Write illegally?)

For the value add we're going to fix up the roads, add a nice sign and fence, replace mailboxes, add lights and fix some plumbing leaks.
