Thank you to everyone that responded, even if it  was  about some coffee sluts (apparently something I need to look into if ever in Guam....)

Many are incoherent, don't read the ad, or respond poorly. 

When I have asked the management company about the HOA board in the past they always fail to respond.

For instance how the particular municipality examiner will interpret and review the plans, how your neighbors or someone with standing may respond through an appeal etc. etc. 

If an operator is not responding to you adequately - in timing or quality - prior to you wiring them $50,000, you have to ask yourself how will they respond after they already have your money?
