You say "skip tracing is outdated" but only make a vague reference to "creating your own leads".

I ask this because you refer to 10% vacy/10% R&M, and 10% capex.

Please be skeptical before spending your hard earned money on programs and ask for a many references.  

I would advise to look on here and try to connect with a seasoned investor in your area and maybe they can refer you to one.
