The law requires syndicators to have pre-existing relationships with sophisticated investors; so building relationships with syndicators is key to gaining access to passive investments.

Once the duplex is finished, all of my utilities are in and when I apply for the short plat the local jurisdiction has to qualify the utilities as pre-existing and it gets me through much quicker!

Sounds like part of the damage your contractor is estimating is pre existing water damage, over time from maybe a roof leak, and Not damage from the "sudden event" which is all that is covered under your insurance?

Should the same occur, we both live in the same state, and the property is located in that same state, and we do not have an existing relationship, you can either claim an exemption from registration based on an intrastate offering ( andcomply with the securities laws of that state), or wait 90 days after contacting me to accept my money so that we now have a pre existing relationship.Realistically, SEC ever looking at one of my deals and declaring it non compliant is virtually nil.

Pretty much anyone with earned income or pre-existing retirement savings can establish an IRA. 

Some of the time formally telling the seller there is a pre-existing condition will cause them some disclosure issues with other future buyers.
