I also found that being at "market" rents it takes longer to rent therefore missing out on a month or two of income negating the ROI on improvements.

During that time I've often described the multifamily market as a traffic collision at a 4-way intersection where you had (lack of or negative) rent growth coming from one direction, and from the other directions: cap rates, expenses, and interest rates.

Those buying close to the city are either breaking even or taking negative cashflow and banking on appreciation (or buying all cash and parking money, ha).If you do consider Lowell, I'd also recommend you check out the Fitchburg/Leominster area as well.
