They did it again on day 2, after the guy chewed them out, let me know he was unhappy, and after I talked to the builder about it and reminded him of the no starting work until 9am rule.

What you need to do is agree on the plans and specifications including the finishes down to the outlet type and say "give me a price for this".

I always replace toilets, shut off valves, water fixtures, add frostproof water spigots with additional isolation valves for winterizing, switches, light fixtures, Add ceiling fans to every bedroom, GFCI outlets, regular outlets, smoke detectors with 10-year or hard-wired-in, use a quality one coat semi-gloss paint, basic white washer/dryer and Exterior door locks with touchpads (key free).

So from my experience in Upstate NY with section 8 as long as it has an over head light, atleast one window that stays up on its own, electrical outlets, heating and smoke alarm and has a door that closes it off it is considered a room.
