From what I can tell, it seems like most of the very small towns in this area; tons of trailers, single family homes, no visible high rises or larger multifamily that I saw.

So, an area might have been D class 20 years ago and is C class today in terms of what the property condition, crime etc show you BUT if the tenants still stigmatize the area in their mind then mostly D class tenants will be applying there because they have less choices.

That stopped when I stopped using third-party cleaners, but I also started to only leave enough for the stay.I use a small Dawn hand dish liquid that I fill between guests and larger hand soap dispensers in the bath and kitchen that I fill between guests.
