I think these are two different types of knowledge intellectual and social so if you are weak at either it might take you longer or you might never be able to figure it out.

If it turns out to be helpful, consider having them build a data mapping interface so you can tailor it for future use against other counties/formats.Be sure that your agreement gives you ownership of the intellectual property - don't let them bamboozle you with stories of Proprietary Elements.

If you can find a 1% deal walk-able to downtown, I'd take it but only because I'm a firm believer that medium-largish downtowns with highly intellectual populations will continue to boom as populations continue to stratify and group together.
