I don't want to "jump ship" too soon, that would really hamper my savings, then it would be forced to come from REI

In a perfect world I would recommend you allocate money both to your IRA and towards your real estate projects, but if putting money into your stocks hampers your ability to use money towards your real estate, then stop putting money in your IRA, at least until that is no longer the problem.  

One tip: Learn the underwriting rules of Fannie Mae or Freddie Mac on their websites, so when you talk with lenders you can tell which strict rule hampering loan approval is an overlay.

There is a chance that CA aggressive regulatory environment will severely hamper these activities.  

My suspicion is that you are either talking about the executory contract laws that hamper lease/options as an exit strategy and/or the SAFE Act.

I hope you won't have to leave HELOC or 401K money in the deal because that can hamper your ability to borrow again or get costly; I guess it depends on how much you put down originally.
