The 4plex you've linked is asking for cash only, well at least that's what my realtor could glean from other sources.

I've gleaned these lenders from the kind people on BP.

Not only for me, but for the bankers putting up the debt component.2) Ones where I have "tenant in hand" wether it be a company I own that can make use of the space, or third party who would take occupancy when I take ownership or shortly thereafter.3) A ultra conservative pro-forma (with all respect to sellers brokers, take the one they present you, glean the prior year actuals from it and dump the rest in the trash).  

As a bonus, once you're set up with an MLS portal you can do your own searches and glean a lot of valuable information.I'd be happy to recommend lenders and set you up with a search for Austin, or if you're more interested in other markets, I have agent contacts in all the major Texas markets.

Too much information to glean through. 

I know this is a pretty long winded post and I still fell like I’m missing something, but I am wanting to glean as much information as possible from the experts here, so any other thought, advice and criticism is more than welcome.

I live in Southern California where it is tough to find areas where you want to buy properties that cashflow.What I'm hoping to get is some good indicators of good rental markets that have been gleaned from experience.

You already have a good idea, but gleaning information from the investors in that area is ALWAYS a plus, in addition, you get the chance to grow a relationship with them and -possibly- putting them on your buyers list.Fifth, use the information you've gathered to find the best areas to market in.

I have tried to contact the tax assessors' office to see what I am doing wrong but thought I may glean some insight from you.
