Allegheny county (which is the County the actual city is in) has actually closed their voucher program to new recipients and are supposedly backed up on a 2 year+ waitlist to process what is in the queue.

So Kyle, I would encourage you to figure out what you want your real estate to do for you and then work backwards. 

It would be the tenant's responsibility to ensure they don't encourage rodent entry (leaving doors open, opening the crawl cover, leaving food out, etc.)

They’ve been encouraging students to move there, but their main downtown area has yet to pick up, and even the nursing and pharmacy students would still rather rent six minutes away in the west side.
