In most of Raleigh city limits specifically, the lack of room to build new construction developments has stirred the folks in zoning.

My book recommendations are not mindset necessarily, they're specifically tailored to passive investing and the reason for this is I think having an educational foundation on mindset and strategy are important but getting too hung up on mindset may actually keep you from taking action.

As far as any specific requirement on California I would need to do some research for that.

Nore the rent control bullet is CA specific and I do not know how ADUs affect rent control in other jurisdictions. 

I recommend honing in on one specific strategy to get started and then go from there.
