There are a number of reasons for this, chief among them, the water and sewer systems are built for a certain population, so are the schools, roads etc.

We operate in Syracuse ourselves but occasionally venture outwards. 

But friendship aside and speak about business. 50/50 would give some problems can't all be Chiefs some one has to be Indians at times.
