Emotional support and service animals aren't the same thing and there is no registry for emotional support animals.As someone else said, some states have laws that supplement national laws.

I’d highly recommend trying to add in some small to slightly larger multi family (3-8 units) apartments as buy and holds to supplement your income down the road as you look toward retirement.

Is your primary goal to avoid the logistics of the construction financing or do you have reasons that you're trying to supplement the construction loan? 

For example, I might use it to fund or supplementally fund a fix and flip project, or a BRRRR investment.
