If I am not mistaken rent control was removed in 2012 and the battle was lost again in 2014 to restore it, thankfully. 

I had a restoration company look at the situation and they quoted me using an ozone generator to kill the smell.  

@Stephen Kunen I like to go to the restore, which is a habitat for humanity project but I don't know if there are any around you?

These are basic property rights that should be restored. 

Tenants are sometimes allowed to make changes but need to restore the property prior to move out or be held responsible.At a minimum, as a Property Manager, I would schedule an interior walkthrough as soon as possible.

And so I buy drawer/cabinets from Habitat for Humanity Restore/Construction Junction/etc; sometimes I need to nail a laminate countertop to it if it lacks the top but they often have the countertop still on there - buying them used is naturally way cheaper. 

At first it was all fun and games, we restore rare classic cars and get them back on the road again.

Certain items I will be repurposing thru Habitat for Humanity ReStore just because I like to upcycle.
