I had to water proof a couple of places in Seattle where it can occasionally rain (for weeks at a time ;-) One place was located near a stream.We dug about 3 feet deep around the foundation, we used concrete sealer on the concrete inside and out, placed a thick layer of plastic against the concrete & back filled to about within a foot of the surface and installed a "french drain".

I had renters like that once, and along with being dirty, they got gum stuck in the dryer, nail polish in the carpet, damaged window treatments, burned plastic on the stove, etc.

I like the Tomcat brand, and so do the mice, yum-yum..Put them underneath the foundations, behind the fridge, underneath the kitchen sink cabinet (you can probably slip them down where the drain goes through the base of the cabinet), behind the stove, and in the attic.Pets, unfortunately, also think they are yum-yum, so if there are pets in the house, go down to the dime store and buy plastic storage boxes about the size of a shoe box.
