Carpet cleaner stated that carpet was so deeply soiled, stains could not be removed with a steam cleaner.

So rugs, if it had stained before you moved in, you're expected to just vacuum, not steam clean old stains. 

They wash up great, are not real linty and easy to get stains out of most of the time.

I hired a company to power wash and stain (using oil based stain).

So they have two dogs and they do clean up but they still have to hose off any remaining urine or #2 stains and I think that is what the issue is.
