I belive handwritten letters make them feel stalked or watched and that prompts an emotional reaction. 

It just seems like an over reaction from someone to take it that far and actually contact the DOS to report soliciting.

Hmm, my first reaction to this is that this is a good plan if you can get a great tenant in based on the flexibility, but they keep renewing for 6 more months or it goes to M2M after 6 months and they really stay 2 years.
