Short sales these days are by and large just a waste of time. 7 years ago was a completely different story with banks in a panic, but these days banks are not willing to take the kind of haircut on the loans principle that they were during the housing crisis.

You may be able to eek out more cash flow outside of the LA area, but you are likely also more likely to forego appreciation, and even my "high cash flow" purchases that I bought in Cincinnati in the financial crisis, I still have made a lot more in appreciation that I have in the last decade in rents.

I would be extremely surprised if there were something which overrode that.I do remember that in the wake of the financial crisis there was talk of some legislation to protect tenants in the case where the owner hasn't paid her/his bills and loses the property.
