Given that it is an existing lot, I would assume they had the permit and everything ready, so that cuts your time quite a bit, normal ground up with raw land is around 10-12 months.

I never take down land prior to getting entitlements in place to develop the property to its highest and best use.I would not recommend purchasing any raw land unless it is really cheap or you can pay cash or finance without any pressure.
