They have a schedule/timeline under which if the stuff is NOT corrected, then the house IS demolished and there's lengthy process and courts involved in those decisions.... 

Some want to just get it over with now and "reset" who they have and what condition the units will be.... others need to flow with the tide a bitIf my gut is that I probably want them gone anyway, and I'm ready to deal with the short term expense of an overdue and inevitable rehab, then I raise the rent, and if they move "oh well".

You will start to see what is expected and this will help you not over due it.
