The other parcels are on a elevated level of land so you can't really see them.The parking lot is basically empty, just him.

I had an elevation survey done and i was one inch short of having it removed from the mapping area.

The lot may not have proper sloping away from the foundation, or the neighboring lots may be slightly higher in elevation than yours, which means your lot will be collecting additional watershed.
