They failed me once because the tenant ran cable through a room without securing it against the wall and put a shelf in front of a downstairs window, apparently an access violation even though there is a sliding glass door right next to it, then said they will withhold my rent if tenant doesn't fix it.

If they were section 8 previously the standard of care for the landlord to get rent payment and the standard of care for what might be found in a typical rental are different.Section 8 you get inspections and the inspector can be overzealous with demands and withhold the rent payment until in compliance.
