To give you a complete picture, there's also many other minor issues such as: the refrigerator is freezing all of the food and the light is broken (not the bulb), the kitchen light is broken (but the fan works), the doorknob latch sticks a lot so I can't close my door (it swings open from the slant in the house if not latched).

There are other ways to prevent your pipes from freezing, this has nothing to do with submetering.The OP never explained what type of property he has, or if he ever considered installing meters or not, or any reason they would be prohibitively expensive.

So, that can restrict cooling ability and sometimes leads to freeze-ups.

When tenants stop paying for utilities other problems arise, such as burning candles for light, using propane devices for heating, and BBQs for cooking, running extension cords from other residences and overloading them, and in the winter, freezing pipes.... to name a few.

Knowing that he has no means to leave the premises without a car thus has to wait for a ride somewhere outside in the freezing night, should not he be watchful and mindful of what might happen?

As a result the freezer is always running and freezing my veggies and eggs (I'm starting to get used to mashing my eggs with a potato masher in the morning) in the fridge and everything in the freezer is lined with ice and snow and is freezer burned.

I have a tenant that's calling me on the installed microwave door being "hard to open ".. ...another called me about the fridge not "cooling enough".....I've provided appliances always....I had the fridge looked at.....regular cooling....as in excuse me, "but your melted ice cream should not freeze within 3 minutes of you putting it in the freezer?
