Rats nest in wall cavities, mice nest in ceilings( urine soaked threw drywall), same extensive removal.

The best thing is to remove urine soaked wood. 

I tried explaining they need all new flooring carpet / vinyl smells like animal urine and it's all stained , needs ac unit and heat with duct work ran among a lot of other updates .

Dog urine smell on many of those stains. 

By the time animal control was able to remove the animals, we found that he had locked the animals in the basement and they had been urinating and pooping throughout the basement and other stray cats got into the home. 

I feel that the little dogs do a lot of urine damage, so I'd rather have the mid size dogs.

No cats, too many problems with cat urine houses, so I stress no cats and that we have allergies so we will seriously enforce it.  

These cats are probably spraying smelly urine as we all speak. 

Once that hurtle is met, they count what is on your tax returns.

I went and found that each of the three toilets had a "deposit" in it (and I'm not talking about urine either).
