Creating more tragedies is not going to un-create past tragedies, but it very well may stoke the flame. 

Every investor who stays the course and keeps a niche will make money, I simply choose to do mine where it makes cents...enough cents that I don't use loans or mortgages so I'm doing something right.Crime in the high-rental sector of a zip code is hardly news, poor-on-poor crime is a tragedy we hear about every day.

Sure there's a bad mojo factor to begin with, but if you can get the place cleaned up nice and livable, find good tenants who want to live there -- you changed the neighborhood for the better and helped the community move on from a tragedy.

If you have the means to buy/hold in the markets that have historically appreciated you can do very well.. but tragedy and circumstances come around where you may have to sell and in those times it can be a brutal hit to the downside.
