The loft has a separate door in the stairway so it is not connected to the upper unit (although the current tenants in the upper are the ones who have access to this loft).

We did receive a settlement from the city for lack of use and access to that portion of our property but we still need to maintain it, and get equipment down there,  we can access it by a stairway but for larger items we have walked our mower, over the corner of the neighbors lot.
