Easy to clean and sanitize as well. 

They want "Real Estate Sanitized For Your Protection."

Company came out, tested and declared it could be "cleaned and sanitized" but the stains, which might be rusty water or pet urine, can't be removed. 

If the hoarding is either a safety issue or a sanitation issue then next up would be to issue a 10-day Notice to Comply. 

The bleach will sanitize any left overs and the salt stop the suds from previous cleaning from coming up. 

I don't know what ward that is, but find out and contact the ward office, speak with the staff member who handles streets and sanitation matters. and the alderman.

@Rick Snow I don't see how a death would trigger a remodel, but maybe I am missing something :) I would get a company that specializes in cleanup and sanitizing the unit, and have a tenant back in there as soon as possible. 

Walls, painted white and cabinets sanitized or painted to remove stains and residue, New light bulbs with natural color, not the LED type, Fix floor tiles if necessary.

(This was a house that was gifted to me,  and has been int he same family since the 1960's or so...).To me, it's a slight eye sore, as well as a potential sanitation issue, if not now, then at some point.

The main problem was issues with sanitation - inadequate sewer and water for the property.
