Then monitor it and if it's just as bad you can install plastic over the dirt floor and install a French drain around the perimeter inside the crawl space.

If the house does not have a working automatic sprinkler system which can be set to water automatically, you will need to either install one or at the very lease have soaker hoses put around the perimeter of the house and set up with an automatic timer. 

The source of the water is external and can be remedied with a sump pumb/perimeter drainage inside as well as a dry well outside.

Question: do you see any c-class/d-class neighborhoods (immediate perimeter around downtown) being a victim to gentrification?

if no one requested spraying inside their unit the guy sprays the perimeter of the units for ants and roaches...so it didnt cost me extra. 

@Samantha KleinIf the cracks in the slab are only in the floor and not in the thicker portion forming the perimeter foundation, the cost to repair them should be similar to removing an old driveway and installing a new one.

If it is wood then you need to regrade around the perimeter of your house where this occurs.
