It looked and smelled like one of her two cats (allowed on lease, pet fee of $300 was paid) had pissed in a couple areas; there was a smell of cat piss in a couple areas, but not permeating the house necessarily.

Beyond that you've got constant fighting with the neighbors, layers of nicotine caked onto your walls, constant complaining, broken windows, no batteries in your smoke detectors, and a yearly Section 8 inspection that requires you to pay to fix a whole bunch of tenant caused damages.

If you don't plan to enforce it, then get rid of the rule.The entire house needs to be deep cleaned, then you paint with an oil-based primer to seal in the odor and nicotine.

The bathroom vanity had a dozen burn marks in it, there were cigarette burns in the carpet and the kitchen tile, and the whole house was covered in a layer of nicotine, with streams of it running down the bathroom walls.

However I do have zero tolerance for growing, excessive smoking of anything inside to the point of bothering the neighbors, and of course tobacco use inside is grounds for swift and relentless punishment because nicotine smoke causes actual damage to the property.
