I looked into the town of Catskill itself and what stumped me was the requirement for the host to be available within 30 min by automobile while occupied.

I know in your city of Denver you can't host unless you live on the property but of course there are ways around that. 

Each parcel can host up to two units, effectively enabling up to four units on what was previously a single-family lot.
