My question is, would it be worth looking into a bath liner and keeping the existing original cast iron tub or replace it with a cheaper option such as steel or fiberglass?

You should also be aware, if this is a tub/shower combo, that the most common method of insulating a steel tub to make it behave more like cast iron is wrapping it in unfaced fiberglass insulation before installation.
