A fair amount of houses in my neighborhood converted their garages years ago for extra space, before the easing of ADU restrictions and the advent of AirBnB.

Perhaps this is an extreme case to use as an example but I am using this to illustrate a point which is this neighborhood like many others in the country would be well served by finding the correct balance between zoning laws and ease of doing business.

Hopefully Madison, WI will take note and ease up on some of their anti short term rental ordinances. 

If that can't ease the burden enough to live comfortably, the best thing to do will be to sell and walk away from the headache.
