These are fees separate from rent.. imagine them doing that across 100-200 properties it's wild. 

If you do not know how to get permits, honestly you should not be flipping.

And you definitely do not need a license to be an investor.

My advice would be to start small and do your research.

These people are very honest and open about what this is and how to do it in the best way.
