I really want to start my investment journey but I'm not sure if an out of state property would be a good choice while renting in NYC or if we don't move, to move to a cheap market, live in the property for a bit and then rent it out.

A/B Class is your top choice as this will quality tenants. 

Laguna is a great area I have some good friends down there if you need some references. 

They were given a choice; either sign up for fork in the road in a few days which is a resignation, or risk getting fired.

Syndications are a great option for passive investing, but they're not your only choice.

Please be skeptical before spending your hard earned money on programs and ask for a many references.  

Texas does have specific rules regarding home equity loans and cash-out refinancing (often referred to as "Texas Equity Section 50(a)(6)"), but these don’t prohibit homeowners from using funds for investment properties.
