Appears they glued the access to the crawl space shut and added cement to the exterior of the building to try to make it look like new foundation was poured or something.

The correct fix would be tear it all out, cement board the whole tub surround, redgard to create a waterproof surface, and then tile.

It wouldn't meet building codes, back then, 3 families requires fire escapes, cement walled furnace rooms which two families do not.My duplex has a CO for 2 in the buildings department, and the finance department listed it as a 3 family.
