East Wenatchee is in Douglas county which has no regulations and Wenatchee is in Chelan county which means you'll have some of the same regulations as Chelan and Leavenworth if I am not mistaken.

@Christine Smith if I'm not mistaken, AZ uses less water today than they did in the 1950s with 6x the people, they have become very efficient in reusing graywater and not having water intensive landscaping.
