@Kenneth Garrett Thanks for sharing, I have paid the fines and issues have been mitigated I have given the PM contract to city for future correspondence

Sounds like he or she is trying to manipulate timeliness of correspondence on your part.

I know in the short time that I have been corresponding on this site, others have been very helping and respond quickly to pleas for help. 

This means the corresponding returns are lower and at higher risk.
