My agent went to the city and they confirmed that the alley is not abandoned and is active as far as they know and there is nothing registered with them with regards to the encroachment.1) Are there any ways to resolve the neighbor encroachment issues without altering the structure (i.e. buy that piece from the neighbor, set up a binding agreement)?

Take the cost of items, say like HVAC $6k, amortize it over 20 years for an HVAC, $6kish 30 years for a roof, $1kish 10 years for a water heater etc (Maybe throw in inflation estimates in the price), come up with a yearly dollar figure for the total yearly amounts of all things being replaced, and there is your capex in dollars, then just translate it into a percentage.Though as I was recently discussing with @J Scott, I dont typically hold a property much longer than 5 years.
