This does Not count the repainting that was necessary.

Wipe down with bleach to make sure, kiltz then re-paint.

I would recommend that when you repaint the cabinets just make sure you take off all of the hardware because nothing is worse than painted hinges and pulls.

If the steps are painted I would repaint at least the front of them, are they painted concrete?

Move-outs are the RIGHT TIME for upgrades, repainting and general inspections (eg water & heating). 

To re-paint one unit $550+. 

Paint around the cameras and hold some paint back for repainting if need be.  

If the resident was in there one year or less, my expectation is that there would be some touch-up required but I shouldn't have to repaint all walls, so anything in excess would be considered damages.
