If you're looking to buy, renovate, then hold, perhaps to force equity, maybe a hard money loan then refi into a conventional mortgage makes a lot of sense.If you are living outside of the US, and are a US citizen, hopefully you are also working with a CPA who can advise on all of these matters, as I'm sure you already have one to help you navigate the complex tax obligations that US expats are exposed to.

The amount the HA pays is determined by two things.  1) How much income the household reports having and 2) how much the HA believes utilities should cost in your unit based on the size, age, exposed walls, appliances, utilities, etc.

Lessons learned from that deal:1) Don't buy master-metered gas (when it failed I solved it by bringing in propane tanks).2) Manage master-metered electric very carefully (didn't even know what it was until the whole power system lit on fire one day).3) No pay/no stay is the only way to go on collections.
