I would also plan on a new furnace and (if applicable) air conditioner.As far as interior condition - I would not be surprised if copper pipes and electric wire have been stripped from the interior.  

I am surprised the property management company would only walk the exterior once a year and not check on the interior at all.

What I do for best estimating ARV takes longer but involves pulling comps and looking at pictures of the interior and exterior of potential comps, and comparing that with what I estimate the flip in question will turn out like based on previous experience.

But anyway once we finally closed, he got to work on the foundation while simultaneously working on renovations to the interior of the house...I was lucky to have a very competent contractor who worked meticulously and quickly and this was all done in 3 months time!
