Given these things, in a normal circumstance, I try to increase rents 1-3% annually believing that is generally how much rents will increase LONG TERM and that a tenant's pay will likely rise in that range each year on average as well.

I would also want to know if there is a demand for rentals in the area, what the vacancy rate is and average rental cost. 

I agree that cap rate would yield a lower price than even $450K. 

This is especially in a high rate/high price environment.
