The most reliable contractors I have used in any trade, bill at completion.  

I get listings pushed to me from reliable realtors that know what I am looking for in several markets, for the criteria I care about, to stay in touch with what is selling and at what price.

I want to be in a "reliable" city and do think Raleigh would provide that because of the RTP. 

Verify all the advice you are given using reliable sources.

Also, in very rural areas you may lack the food, entertainment, infrastructure (reliable high-speed internet and cell service), and lifestyle that you may want.  

Pittsburgh has a severe shortage of competent renovation tradesmen and it takes a long time and a lot of luck to find good people to work with reliably.
