Not one piece of this property will be below grade, one piece of level slab concrete, so how is it considered a partial basement?

Driveway is approximately 125' L x 10' W, no hills, bends, or any significant grade.

All of this will also depend on site access and how steep the hill is, since you need have heavy machinery and equipment navigate the site, and site grading will also be a part of the overall cost to get the foundations in place.
