There are more variables that are not entered into the discussion including how much money do you have, what are your goals, how long is your investing horizon, etc.The first question is rhetorical and not to be answered here on a public forum.For my real estate investing, I did not have any money so the first 11 properties were bought essentially 100% financed.

You will loose some compounding rate of return for the time your loan is out so factor that in along with your time horizon to retirement.

You could actually screen the balcony off, with a wrought-iron screen or something.I would be less worried about that than about the fact that you would be moving people in knowing that a very disruptive construction project is on their horizon.
