I don't think it would cost much to "repair" anything, maybe to improve the appeal of the home through some visual upgrades. 

Don't get rid of the fireplace just visually get rid of the rock.

This of course depends on whether or not the fire escape needs to be covered and whether the visual impact of the fire escape on the side of the building needs to be considered.
